When i first started the game i could select only 36fps and 48fps, then i changed from windowed to fullscreen and i also changed the resolution and bang i could select 30 or 60fps. #3.
open steam. right click the game. properties > local files then choose check file integrity. any damaged file will be replaced. you should not have deleted the %appdata% files since those are your saves. if the game wont start up after steam checks the file integrity, just delete the game files folder, redo the integrity check. will redownload
