A Count is a character who controls at least one County. It is the second title rank available and the lowest rank that is playable. On the map, the territory of a County will contain multiple Baronies and cannot be altered. Each County belongs to a De Jure Duchy, which also cannot be changed. Each County also has a Culture and Faith .
As for the ones that generate -vassal opinion (like homosexual) it's easy enough to use ruler designer to counteract those by stacking up Diplomacy or picking good traits, like Diligent or Just. With all of the above negative traits, you can easily take both Genius and Strong, both of which increase vassal opinion, for example.
You can use things like every_, random_, and ordered_ to select specific characters, and then do things with them. Switching to the character then running the run.txt you want is probably easier, but if you're willing to write a little bit of script you can make the game do things for you to a bunch of people at once.
In Crusader Kings 3, the quality of an education is most affected by the childās traits, and then their guardianās traits and attributes, in that order. Education quality is also influenced by other perks, modifiers, and events. Leaving a child without a guardian or giving them a poor quality guardian will lower their education quality.

I'd call it B tier, personally. Garden Architect should be higher as well; Royal Gardeners can give a huge dev bonus to your capital, and Royal Gardens are a decent duchy building. It wouldn't be my first choice to use, but I'd call it C tier, personally. Esteemed Hospitality is too high; I'd call it C, maybe D.
